Westinghouse announces Lead Cooled Fast Reactor initiative

On Friday, October 9, Westinghouse announced that it had launched a program to work with the US Department of Energy in the development of a new, lead-cooled fast reactor (commonly, "LFR") which would combine the advantages of lead cooling (high temperatures, primarily, as well as lower pressures) with advanced accident tolerant fuel to push the Gen-IV envelope to what it perceives as Gen-V --  a term that seems to imply the "state of the art" in perhaps 30 or 50 years down the road.

The Times, Oct 8 2015 (emphasis added): Child cancers up fiftyfold after Fukushima disaster — Cases of thyroid cancer among children living close to the Fukushima nuclear power plant have increased fiftyfold since the meltdown in 2011, according to Japanese scientists… in one of the most pessimistic assessments of the health implications of the world’s second-worst nuclear disaster. He urged the Japanese authorities to stop quibbling over the interpretation of cancer statistics, and to muster medical resources. “We need to prepare for leukaemia, breast cancer and (remainder of article only available to subscribers)… Photo Caption: 104 cases of thyroid cancer have been identified, a far higher rate than the national average
AP, Oct 9, 2015: Study shows alarming thyroid cancer rates in children living near Fukushima… “This is more than expected and emerging faster than expected,” lead author Toshihide Tsuda said…
UPI, Oct 8, 2015: Fukushima radiation has been linked to a surge in thyroid cancer among children near the disaster area… A team of Japanese researchers led by Toshihide Tsuda, a professor of environmental epidemiology at Okayama University, said cases of thyroid cancer in Fukushima Prefecture have skyrocketed since March 2011… and the culprit was increased radiation exposure since the Fukushima nuclear disaster…
T. Tsuda, A. Tokinobu, E. Suzuki, E. Yamamoto (Okayama Univ.), Oct 5, 2015:
  • Thyroid Cancer Detection by Ultrasound Among Residents Ages 18 Years and Younger in Fukushima… 2011 to 2014
  • The highest incidence rate ratio… was observed in the central middle district of the prefecture… incidence rate ratio = 50
  • … estimated doses ranged from 119 to 432 mSv among mothers and from 330 to 1,190 mSv in their infants for those living 45 to 220 km south or southwest, including Iwaki City in the Fukushima Prefecture, Ibaragi Prefecture, and Chiba Prefecture.
  • … we could infer that the incidence of thyroid cancer in Fukushima rose more rapidly than expected… as estimated by the World Health Organization.
  • The radiation burden to the thyroid in Fukushima Prefecture might have been considerably higher than estimated…
  • The minimum empirical induction time for thyroid cancer is 2.5 years for adults and 1 year for children, according to the [CDC]. Therefore, we considered it possible to detect thyroid cancer… even within the 2011 fiscal year.
  • In Chernobyl, excesses of thyroid cancer became more remarkable 4 or 5 years after… the observed excess alerts us to prepare for more potential cases.

Putting Parchin to Rest

Putting Parchin to Rest

International Atomic Energy Agency (IAEA) Director-General Yukiya Amano and his top deputy last month finally paid a personal visit to a building at the sprawling Parchin military factory complex in Iran that they have suspected of housing unspecified nuclear-related experiments. Amano later reported that, in addition to some signs of recent renovation work, the building had “no equipment” inside it.
Missing was a 700-ton block of steel-reinforced concrete, about the size of a two-story house, surrounding an approximately 200-ton steel vessel—bigger than a London double-decker bus and 15 times heavier. This missing equipment had been thought to be for experiments to develop nuclear weapons. According to one carefully researched study, it would have looked something like this:

NEC Blog Update: Moments in NRC History: Research and Test Reactors Series

Moments in NRC History: Research and Test Reactors Series

Thomas Wellock
Historian

One of the earliest proposals to meet “the promise of the peaceful atom” was a small research reactor so simple and inexpensive that universities could buy one for scholars and students. That was the plan back in April 1948.
The Atomic Energy Commission (the NRC’s predecessor agency) touted research reactors as a peaceful counterpoint to nuclear weapons. The AEC thought research reactors could jump-start a civilian industry at home and cultivate allies abroad. And in large measure, it worked. As the nation’s first civilian owned reactors, they broke down military secrecy and demonstrated the atom’s peaceful potential for education, medicine, research, and industry.
Moments in NRC History_The first of a series of videos outlining this promise and the unique safety challenges of research reactors went live today on the NRC’s YouTube channel.
The video starts its journey with North Carolina State College’s first civilian-owned reactor — part of its new program in nuclear engineering. Then, two years later, Oak Ridge’ research reactor made a debut in Geneva, Switzerland, in 1955. It was an inexpensive “swimming pool” reactor unveiled at the world’s first international conference on the peaceful uses of nuclear energy. Over 60,000 people, including prime ministers, royalty, and presidents, lined up to peered down into the blue glow of the future.
As the video points out, dozens of universities and corporations followed with their own research reactors. They were small, safe, and used only a small amount of uranium fuel compared to nuclear power plants. For only a small investment, researchers could open up the secrets of the atom and produce isotopes critical to medicine and industrial uses. Ultimately, these research reactors led to the innovative idea of testing the age of ancient pottery
Worldwide more than 670 research reactors were built in 55 countries with 227 in the United States alone.
We hope you’ll take the time to watch the video. And look for the next one coming soon, focusing on key challenges in ensuring safety, preventing diversion of  fuel for weapons, and preserving the benefits of research reactors even as their numbers have declined.

Welcome to a New Planet Climate Change “Tipping Points” and the Fate of the Earth

Welcome to a New Planet
Climate Change “Tipping Points” and the Fate of the Earth
By Michael T. Klare
Not so long ago, it was science fiction. Now, it’s hard science -- and that should frighten us all. The latest reports from the prestigious and sober Intergovernmental Panel on Climate Change (IPCC) make increasingly hair-raising reading, suggesting that the planet is approaching possible moments of irreversible damage in a fashion and at a speed that had not been anticipated.
Scientists have long worried that climate change will not continue to advance in a “linear” fashion, with the planet getting a little bit hotter most years. Instead, they fear, humanity could someday experience “non-linear” climate shifts (also known as “singularities” or “tipping points”) after which there would be sudden and irreversible change of a catastrophic nature. This was the premise of the 2004 climate-disaster film The Day After Tomorrow. In that movie -- most notable for its vivid scenes of a frozen-over New York City -- melting polar ice causes a disruption in the North Atlantic Current, which in turn triggers a series of catastrophic storms and disasters. At the time of its release, many knowledgeable scientists derided the film’s premise, insisting that the confluence of events it portrayed was unlikely or simply impossible.
Fast forward 11 years and the prospect of such calamitous tipping points in the North Atlantic or elsewhere no longer looks improbable. In fact, climate scientists have begun to note early indicators of possible catastrophes.

1 of 35 Why I Joined Nuclear Matters

Dear Michele,

After becoming president of the International Brotherhood of Electrical Workers (IBEW) this summer, I'm pleased to announce that I'm also taking over President Emeritus Ed Hill's [ http://www.ibew.org/media-center/Articles/15Daily/1505/150527_Hill ] seat on the Leadership Council of Nuclear Matters.

The nuclear energy industry accounts for about 475,000 full-time jobs (both direct and secondary), according to recent research [ http://www.nuclearmatters.com/resources/reports-studies/value-of-nuclear ]. These are well-paying, skilled-labor jobs that support the American middle class. And they matter. I should know – having started out my career as a wireman apprentice and seeing firsthand how important it is that affordable, reliable electricity makes it to our homes and businesses.

In recent years, our nation has paid a heavy price for the loss of entire industries and the jobs that go along with them. So ensuring that this doesn't happen in the nuclear industry is one of my priorities in my role as Leadership Council member.

In protecting nuclear energy industry jobs, we're also ensuring the livelihood of hundreds of thousands of American families while maintaining the reliability of our power system. It's a no-brainer for me: the existing plants operating in this country should be allowed to continue to do so. I'm excited to join the conversation.

-  Lonnie R. Stephenson, President of the International Brotherhood of Electrical Workers*"
