  1. The best thing to do now is the start preparing construction of mandatory sarcophagus for the breached reactors, there are 4 reactors that cannot be remedied. Not exactly that kind of proposed new sarcophagus in Chernobyl but a modification, .construction instead if some sort of primary containment to totally enclose the damaged containment with breached reactor, or use the old building itself (as this is emergency), re-seal the door, windows, leaks, such new containment, enclosing the damaged primary containment with lower inlet and upper outlet to enable water to circulate, the damaged primary containment and reactor shielding can be perforated with holes by armour piercing bullets as they did in Chernobyl, or laser. So that water to be pumped to fill the sealed building is preserved, seeks its own level into the breached reactor. And with the American scientists suggestion to refrigerate, make very cool the pumped water with boric acid, the situation on Fukushima can be manageable.

    In short, make a New PRIMARY CONTAINMENT, A NEW PLANT, out of the old building and enclosing within is the damaged primary containment and breached reactor.
